Yes they are flirting... they're too scared to confront you in a conversation and have decided to get your attention by hitting you with rubberbands 2. You give a really entertaining reaction when you are hit by a rubberband. Totally depends on the guy might be reason #1 or reason #2 its probably flirting but ya never know!
